Ingredients
1 Tbsp cornstarch
6 tsp vegetable oil, divided
⅓ cup low-sodium chicken broth
2 tsp cracked black pepper
1 Tbsp rice vinegar
1 Tbsp granulated sugar
1 ¼ lbs. top sirloin steak
2 tsp dark sesame oil
3 Tbsp soy sauce
¼ cup shaoxing wine

1 red bell pepper, chopped
1 green bell pepper, chopped
6 green onions, white portions sliced, green portion chopped into 2-inch pieces
1 Tbsp minced garlic
1 Tbsp minced ginger
Directions
Step 1: Begin by laying the steak on a cutting board and covering it with plastic wrap. Use the flat side of a meat mallet to gently pound the steak, which helps to flatten and tenderize it slightly. Cut the steak into ⅓-inch thick strips, approximately 2 inches in length. Use paper towels to pat the steak dry, ensuring any pieces sticking together are separated. Set the steak aside.
Step 2: In a mixing bowl, combine the chicken broth with the shaoxing wine, soy sauce, rice vinegar, granulated sugar, black pepper, sesame oil, and cornstarch. Whisk these ingredients together thoroughly, then set the mixture aside for later.
Step 3: Heat a non-stick skillet over medium-high heat and add 2 teaspoons of vegetable oil. Place half of the steak strips in the skillet, spreading them out in a single layer with some space between each piece. Season lightly with salt.
Step 4: Cook the steak for about 45 to 60 seconds on the first side until it achieves a nice sear and browns on the bottom. Then, quickly flip the steak strips and cook for an additional 45 to 60 seconds until the other side is browned. Transfer the cooked steak to a plate or a sheet of foil.
Step 5: Repeat the process with the remaining half of the steak, using another 2 tablespoons of vegetable oil. Once done, add the last 2 teaspoons of oil to the now-empty skillet and maintain the heat at medium-high. Add the bell peppers and sauté them, stirring occasionally, for about 3 to 4 minutes until they are slightly tender.
Step 6: Stir in the green onions, garlic, and ginger, continuing to sauté for another minute. Whisk the previously prepared sauce mixture again, then pour it into the skillet. Allow it to cook until the sauce thickens, then add the cooked steak back into the skillet, tossing everything together.
Step 7: Remove the skillet from the heat. Serve the pepper steak warm, and enjoy this delicious, savory dish.
